Basically, the government probably sees him as a traitor.....but citizens probably see him as a hero for exposing how the NSA program really operates.

I think it's commendable that people view him as a hero. But that only hold up if you look at this actions at the surface level. What seemed like 'whistleblowing' and 'heroics' actually put the entire American way of life in jeopardy.
