Because MC-wise he's not on the level of Jay, Nas, Pac or Big but career wise he's a legend.

I think he gained legendary status by picking hot beats.

Cosign. Fat Joe is a legend, but I still say his greatest asset is his ear for beats, not necessarily his lyrics or his flow.

Some of the dudes in Wu Tang are more lyrical than Fat Joe but they're not legends, or they didn't have legendary careers outside of Wu Tang.
