I don't think the mods had anything.to do with the decline of the IC.
That had more to do with those upgrades from a few years ago and some posters logging off and simply not coming back.
Also administrative changes played a factor is well.
Some of the stuff that was cool a few years ago is against policy now.

Some annoying people are actually good for the forums, for reference, people like lostsamuraiotaku, and eccentric people like AmbitiousOne. Their antics provide a source of entertainment for a lot of posters, and help give life to the forum.
If these users are obviously bring a lot of thread traffic, I think they should be jailed rather than banned as long as they're not posting porn or something.
