which was kind of the point: at the time, guys were like "don't make this procedural change, in the way you're making in, unless you want to eat it when you're not in power." and they didn't think it would ever be an issue...

supposedly it was driven by the younger members of the Dem caucus (Schumer supposedly was against it) but Reid's smugness kind of drips off the whole thing.
