That was another another Vigilante. The Vigilante in the New Teen Titans was a District Attorney who took on the mob. When the Mob killed his wife and kid in an explosion that almost killed him he became the Vigilante. It's kinda like that tv show Breaking Bad.

i'm starting to appreciate b-listers and others besides the big seven I like green arrow even more thanks to the arrow series and mr miracle. I didn't know he was high fathers son. I thought it was kalibak who was exchanged in the treaty. I want to see a dc animated film based on mr miracle his origin growing up in granny goodness orphanage and the struggle between new genesis and apokalips. I looked up all that on Wikipedia theres a lot of good material for a movie or maybe even a tv series.
