There's no artistry or soul in that. His primary appeal was to a female demographic that has since outgrown him and would probably not jam his older shit in their adulthood. His music is not only not his, but it also does not transcend a certain place or time.

Also, his being a child rapper shouldn't, alone, exclude him from legend consideration. In the realm of R&B, Usher also with the aid of JD was able to become a major success and household name with the album My Way.
But it was when he dropped 8701 that he crossed over from teen R&B popstar to respected adult R&B superstar.
Bow Wow ain't never been able to step outside of that box he started in. No matter how hard he tries. That plus the fact that he's like 47 years old but still looks 12 also makes him an easy target and easy for people to write off.
