He doesn't yet. Chad told him to look at his pride or some shit like that in order to get fullbring, and the latest chapter ended with Ichigo activating his fullbring.

Originally they said he was going to be getting his shinigami powers back, then all of a sudden that girl started telling him to use his fullbring, and earlier they said that fullbrings are created by their mothers being attacked by hollows while they are still in the womb.

Bleach has to have THE most inconsistent power levels ever. One day Ichigo is stronger than the captains, then the next day he fights a hollow that's too much for him to handle, but then the captain who Ichigo was stronger than a day earlier comes in and dominates the hollow Ichigo couldn't beat...gtfoh lol
