Sources: Officers at fatal UC officer-involved shooting have been interviewed

CINCINNATI (AP and WLWT) -

Sources tell WLWT all three officers at the scene of the fatal University of Cincinnati officer-involved shooting have been questioned by investigators.

This includes Officer Ray Tensing, who pulled the trigger.

Cincinnati police are leading the investigation.

The investigation has now been turned over to Hamilton County Prosecutor Joe Deters' office.

Sources also tell WLWT the bodycam video recorded on the officer's lapel camera has been turned over to the prosecutor as well.

The video cannot be released as a public record until the completion of the investigation, per order of the Hamilton County Prosecutor's Office.

It will be up to Deters to say when and how the video is released.

Deters said his office is "rapidly investigating" what happened between the officer and the man he had pulled over for having a missing front license plate.

Deters said Tuesday he expects an assessment to be completed by the end of next week.

WLWT News 5's Jackie Congedo has obtained Tensing's personnel file and is going through his background.

UC Police Chief Jason Goodrich said previously that Tensing was at the edge of the campus Sunday evening when he spotted a car driven by Samuel Dubose that was missing a front license plate.

He said sometime after the officer stopped Dubose, a struggle apparently ensued and one shot was fired.

Dubose died at the scene after being shot once in the head.

On Tuesday afternoon, City Manager Harry Black released the following statement.

“This incident didn’t involve a Cincinnati Police Department officer, but it happened in our city and it is our job to ensure this investigation is handled with the attention it deserves,” said City Manager Harry Black. “This is a serious situation and I will do everything necessary to ensure the investigation is handled as such.”

Mayor John Cranley said, "I have spoken with Prosecutor Deters and believe he is giving this the review it deserves. We express our condolences to the Dubose family for the tragic loss of life."

“The process of finding out exactly what happened will be thorough, complete and transparent,” City Manager Black added.

Sam Dubose supporters at City Hall: Saying sorry isn't enough

CINCINNATI -

Saying sorry isn't enough. That was the message from friends and family of Samuel Dubose, the man shot and killed by a University of Cincinnati police officer.

Dozens of people gathered for a rally at the steps of Cincinnati City Hall on Wednesday.

"We just want somebody to address us, talk to us, give us some answers," said Kenya Dubose, Samuel Dubose's cousin.

A tumult of voices filled the sidewalk at the foot of City Hall.

"We want justice for my nephew, we want justice now," Samuel Dubose's aunt said.

Their voices brimmed with anger, sadness and determination, creating a chorus of demands.

"We want the release of the tapes. We want the officer to make a statement. We want him prosecuted. We want him terminated from the UC Police Department," said Samuel Dubose's friend Nygil Miller.

Falling short of placing any blame on UC Police Officer Ray Tensing, who shot and killed Samuel Dubose during a traffic stop on Sunday, Mayor John Cranley promised a new partnership between Cincinnati and campus police that will bring use of force reform.

"As a general matter, a pull-over related to a license plate should not in the normal course of events lead to lethal force and a death as it has in this case," Cranley said during a news conference Wednesday afternoon."It's obviously a tragic loss of life for which we are very sorry."

Dubose's friends and family acknowledged the apology, but they said "I'm sorry" isn't justice enough.

"I can't have peace until I get justice. His mom can't have peace until she gets justice. His children cannot have peace until we receive some justice," said Kenya Dubose.

Protesters to focus on Deters after UCPD video withheld

Protesters and family members of Samuel Dubose, the man shot and killed by a University of Cincinnati police officer on Sunday, announced they plan to protest outside Hamilton County Prosecutor Joe Deters' office on Thursday.

A crowd of family, friends and activists gathered at City Hall Wednesday night calling for Deters to release the body camera footage from what originated as a traffic stop but ended in a fatal shooting.

Deters announced earlier Wednesday that the footage would not be released until his investigation was completed, which he estimates will take till the end of the week.

"We have to do the right thing, and that doesn't mean blasting it all over the media when we haven't completed our interviews, received the coroner's report or results of the ballistics test," Deters said. "I'm not going to jeopardize my investigation."

Family and community members plan to pressure Deters with protests beginning at 11 a.m. Thursday.

Calls were also made for Deters to call the officer a "thug," “soulless” and “unsalvageable” reflecting statements he made about the perpetrators of July 4 melee on Fountain Square.

“We want the same language that has been used on the black community to be used on this officer,” said Iris Roley, a member of the Cincinnati Black United Front, an organization that rallies behind equality in the community. “We want to know Joe Deters is serious about prosecuting this officer. If he does not charge him with the appropriate charges, we won’t be looking at a conviction, we won’t be looking at jail time. All we will be doing is looking at each other once again.”


Plans for further protests were discussed as well including a boycott of this weekend's Cincinnati Music Festival, formerly known as the Ohio Valley Jazz Festival.
