It's definitely implied that when one uses the term black they are referring to black Americans. Other races of African descent normally make it clear that they are not "black" or to be referred as such. Tell a jamaican, Haitian, Nigerian that they are black and you'll hear the typical response "I'm not black I'm _____"

I don't buy into that confusing bullshit. Jamaicans, Haitians, etc. of African descent are black.

And fuck the ones that try to distance themselves from African Americans.

Ok, but not every Black African looks like that. You know there are Black people in Africa that are around Obama's complexion right. A lot of Ethiopians for example aren't much darker than Obama.
