If we're asking who is the better MC, who is the more lyrical and more talented man on the mic? It's Jay. He's got bars for days and he does it like he's not even trying.
Who has the better discography? Jay. He has multiple albums worth of material. I've got playlists of Jay of up to 50-60 songs I'd much rather listen to than Kendrick's.
Who is the better artist? Jay. Until Kendrick makes something as great and inventive as "Act I: The Eternal Sunshine" and "Dimethyltryptamine," then he's not really seeing Jay ElecHanukkah on the artistry side of things. Kendrick is definitely an artist, but Jay's a great artist in the classical sense of the word. He's a great artist in the same sense that Basquiat was a great artist. He makes challenging, complex, deep, ingenious and introspective art.
Who is the lazier artist? Jay. I can't deny that. But Stanley Kubrick only made 9 feature length films over the span of 40 years. Is he any less of a genius for that? No. Terrence Malick has only made 6 since like the 70s, but he's no less of an artist. Woody Allen averages one movie every single year. He's more prolific, but so what? It's quality not quantity. You can't quantify art. It's not about sport statistics.
As for the "Control" joint, I thought Kendrick had a great verse, but the best lines on the whole song came from Jay:
