In Minneapolis, fake sign warns of ‘easily startled’ police

MINNEAPOLIS — The fatal shooting of an Australian woman by a Minneapolis police officer has sparked the posting of at least two fake street signs warning people of “easily startled” officers.

The Star Tribune reports one sign was spotted in Minneapolis and another in St. Paul over the weekend.

The official-looking orange metal signs read: “WARNING: TWIN CITIES POLICE EASILY STARTLED.” The signs have a picture of an officer with a gun in each raised hand, shooting in both directions.

Justine Damond was unarmed when she was killed behind her home on July 15, after she called 911 to report a possible rape.

The officer who shot Damond has declined to be interviewed. The other responding officer says Damond approached the officers’ police cruiser shortly after he heard a loud sound.

I understand what you're saying and there's no doubt that you're 99% right. With that said right is right and wrong is wrong. My issue with these no good killer cops and the system that justifies their actions is an issue of morality not color. The pig who murdered that white woman is just as wrong as the pig who murdered Philando. Right and wrong doesn't change based on color and that's what white people have never been able to figure out. that's exactly what makes them the worst hypocrites on the face of this earth.

People say that we always have welcomed white people and done for them what they have never done for us and that's true. We do this b/c we are a moral people. We can't hide the humanity that the Most High placed within us. We are God's first born and WE not them were made in his image both physically, spiritually and morally. Even in our current damaged condition we are still the only direct descendants of God himself. We have a connection with God that can't be broken. That connection is what has helped us survive the nightmare we've been living for the past half 500 years. That's the only reason we have had the strength to survive. That's also one of the main reasons these demonic cacs hate us so much. At their core they are evil hate filled beings and no matter what they do to us they can't break our connection to the Most High and turn us into them. That further highlights our moral superiority and unbreakable bond to the Creator which causes them to hate us even more.

I'm not saying any of this to be on that turn the other cheek bullshit b/c I definitely don't believe in that. All I'm saying is that we have to stand up for what's right and against what's wrong at all times. We can't abandon the moral high ground. They are hypocrites and right and wrong depends on what benefits them on that particular day. we're not like that and can never be. Even if it means standing up for people we know would never stand up for us we have to.

Our fight against this racist system and it's bloodthirsty killer cops is right and their willingness to defend wrong will be their downfall. It already cost one white woman in MN her life. Somali leader upset with rhetoric in wake of Minneapolis shooting

MINNEAPOLIS — Amid the calls for justice for the Australian woman killed by a Minneapolis police officer, a Somali leader in the community claims there also has been racist blowback against their community.

"We have a tragedy at hand, and we have a community that's frightened. That's what I want to highlight and that's the reason we're here," said Minneapolis City Councilman Abdi Warsame.

Officer Mohamed Noor, who pulled the trigger and killed Justine Damond, is Somali-American. Damond was white.

Noor, who has received recognition from the city's mayor, also has two open complaints against him.

Warsame is calling for an end to racism and Islamaphobia that he said has targeted their community since the July 15 shooting — mostly through online and social media comments.

But he specifically called out former U.S. representative Michele Bachmann, for insinuating in a speech last week that Noor may have shot Damond for "cultural reasons." The former Republican congresswoman and one-time presidential candidate, represented Minnesota's 6th District.

"But when you have someone like Congresswoman Bachman say this was done because he was a Muslim. I mean, I think that's unacceptable," Warsame said.

Nearly a week after the shooting, Minneapolis Police Chief Janee Harteau said the shooting should not have happened. On Friday, she resigned.

After Harteau's resignation, Minneapolis Mayor Betsy Hodges turned to a veteran city cop to help lead the police department.

Hodges named Assistant Chief Medaria Arradondo, who is a 28-year veteran of the force from a fifth generation African-American Minnesota family.

Meanwhile, the state Bureau of Criminal Apprehension is nearing the end of its investigation after investigators found and interviewed a bicyclist who stopped and watched officers perform CPR on Damond.

The bureau will then turn the case over to the Hennepin County Attorney to decide whether to charge Noor.

Noor hasn't spoken to the Bureau of Criminal Apprehension. His attorney hasn't indicated whether he plans to. In a statement, Noor's family implied the shooting was a tragic mistake.

Arradondo has not granted an interview since he was named interim police chief.

The city council will have to approve Arradondo before he can take the title permanently.

Warrant: Woman 'slapped' squad car before police shooting in Minneapolis

A woman approached the back of a Minneapolis police car and "slapped" it shortly before an Australian woman was shot and killed by an officer, according to a search warrant filed by the Minnesota Bureau of Criminal Apprehension.

The search warrant obtained by Minnesota Public Radio doesn't specifically say that the woman was Justine Damond, but: "Upon police arrival, a female 'slaps' the back of the patrol squad ... After that, it is unknown to BCA agents what exactly happened, but the female became deceased in the alley."

News of the warrant came hours after personnel records for the officer who fatally shot Damond were publicly released Monday. The records provided some detail about the training courses the officer took but no insight into his performance on the job.

The records show Officer Mohamed Noor was hired as a cadet in March 2015. In September of that year, he received a letter saying he passed his Peace Officer Licensing Examination and was eligible to become a licensed, sworn officer.

The records also show Noor took multiple training courses, including recent in-service training about active shooter situations during the Super Bowl, which will be held in Minneapolis next year. His file also says he passed all of his annual semi-automatic, handgun and shotgun qualifications, but there are no additional details about how he performed.

Noor is on paid leave after he killed Damond, a 40-year-old spiritual teacher who was engaged to be married, on July 15 after she called 911 twice to report a possible rape.

Noor, who was in the passenger seat of a squad car, shot across his partner in the driver's seat and hit Damond. His partner told authorities that he was startled by a loud noise shortly before Damond appeared at the police vehicle.

The search warrant did not say whether the slap was the loud noise Noor's partner described, MPR reported.

State authorities are investigating potential criminal charges. Noor also faces an internal use of force investigation.

Noor was one of several Somali-Americans hired by the department in recent years as part of the city's public effort to diversify so it better reflects the city.

Questions about police training were raised after details about the shooting were released. Last week, then-police Chief Janee Harteau criticized Noor's actions but defended his training, saying: "This officer completed that training very well. He was very suited to be on the street."

Harteau resigned Friday at the request of the mayor.

Minnesota is the only state that requires police officers to have at least a two-year degree, though many departments prefer four-year degrees. Minnesota officer gets unauthorized fundraising page removed

MINNEAPOLIS — The Minneapolis police officer who fatally shot an Australian woman this month has asked that an unauthorized GoFundMe page to raise money for him be taken down.

Officer Mohamed Noor’s attorney says his client didn’t authorize the fundraiser and asked that the page be removed.

Attorney Thomas Plunkett says Noor has also asked that any money raised be returned to donors.

Plunkett says his client “did not authorize this, he did not provide the photograph which appears in the fundraiser and he is not the recipient of the funds.”

The page was removed by noon Tuesday. Plunkett says two similar pages have also been removed.

Noor is on paid leave while authorities investigate the July 15 killing of 40-year-old Justine Damond, who had called 911 to report a possible rape.
