I was just about to post this. Chase is supposed to be him but the show likes to twist and change stuff like this a little. Because they don't want comic book/cartoon fans to spoil things.
I mean they didn't even mention him anymore or chase after him anymore lol. It's probably the same thing that happened to the suicide squad. The movie verse might be making a movie with him in it and the show had to pull it. Before they developed him any further.
