he was more like a mid level boss similar to China White and Cupid in Arrow.It would of been weird coming from season 3 and 4 where a league of assassin affiliated members were formidable opponents to Tobias in season 5 who was just a kingpin that tried to unified all the gangs and mafia in Star City
