I don't watch Shield but Flash has been consistently better.

With that said Arrow's highs have been greater this season. The supporting cast development has improved to the point that even Mr. Terrible is now tolerable. Prometheus is a much better big bad than Savitar too. The stakes are greater with him and the reveal and aftermath have been handled damn well.
