-Those who come were often Doctors or lawyers or basically elite/rich/upper class
-America only allows the most educated or wealthiest or determined foreigners to even enter the country on visas.
It has an extreme vetting process, due to this the foreigners that arrive are more often than not a certain type/class of people to begin with. America looks at it as protection for the US and looks at it as who can help improve the US; so therefore they recruit/allow only who they consider the BEST inside.
-Those who aren't rich (and the majority are) in their own country have a tradition of the entire family in India putting all their money and investments into their first born and sending them off to another country. That first born goes to an office in India which in contact with America's Burea of Labor Statistics that project which jobs (Dunkin Donuts/Motels/Gas Stations) in America are most profitable for Indians in that country and sets them up with contacts and a path on which cities they might want to go to and what pay they can expect. That first born arrives in America and has to pay back his family members in India or set up a way for them to come to America, in which once they arrive he becomes the recruiter. He in turn, needs workers and ends up hiring them or being the contact for BLS.
