No i think you are applying a modern day context to a 1960's situation...russia did not so much want to get the other nations to get involved in america's problems, they wanted those nations to turn against the american system of democracy and capitalism and they wanted to use propaganda to do that.... american racial issues would have been golden propaganda in places like Africa and south america.
