Of course. Just because someone is functioning at a lower intellectual level does not mean that they are incapable of giving consent. Their grounds for consent though, or rather the lack thereof, is a little ridiculous. When individuals experience something traumatic they often go into shock so expecting someone, moreover a retard, to be fighting to get away may be a bit excessive. At least in my mind.

Unlike many of the mentally handicapped I work and pay taxes which pay for the innumerable social services that the citizens of my country get to enjoy. Someone like that likely enjoys far more medical care than a healthy sane person like myself does, thus they are a bigger burden on the health care system that I pay into. Furthermore, seeing as we need special teachers and other professionals in government institutions to handle these kinds of people that is another waste of tax dollars there. That money could easily be buying some gifted students new microscopes or some normal kids newer textbooks.

Considering that someone like that will likely never attain the education I have I will therefore fulfill a bigger role in society as well. Rather than being someone who needs care, I can be a provider of it, unlike them. The list goes on. I don't know how you thought I would have a hard time proving I'm more valuable than someone with the mental functionality of a 3 year old.
