Simply because Dre is still consistent and he's still doing it. All the other execs had moments but Dre had eras and is still going (today he has Em and Kendrick Lamar). He out-did every exec on that list in every area. Whether it was making money, successful artists, establishing his own career, movies or whatever. He was an artist, GOAT producer, has classic albums, movies, everything. Not to discredit anything the other execs did but Dre surpassed them all.

Even if you exclude the businesses outside of music, Dre still outshines them all. Snoop, Eminem, 50 Cent, Kendrick Lamar, etc. Nobody did like that for this long. So if we talking the Best music exec of all time I'd have to say Dr.Dre.
