I would consider anyone of sub-saharan African (not counting prehistoric Africans whom all humans descend from), Melanesian or Negrito descent to be 'Black'. It's open to interpretation.
Why 25%? Most 'quadroons' look completely White (Joakim Noah is an exception). I would say anyone with a (primarily) Black parent unless someone who doesn't still considers themselves to be Black.
