But anyways, Starfire rushes her and beats her to death, or lands a couple of her bolts and Storm's finished. Storm doesn't pack a big (and quick) enough punch to hurt Starfire before she gets to her.

Starfire flies a few times faster than light speed (which is faster than the speed of thought), and even if Storm was actually able to hit her with a barrage of attacks, Starfire would still survive (in the video posted she was fighting toe to toe with WW and took Superman's punch).

The durability difference is what kills Storm's argument IMO. Storm has to get a direct hit on a super fast opponent with her strongest attack, and her opponent will more times than not survive that attack. In contrast, Starfire can knock Storm out in one punch OR a couple of bolts.
