See thats where itr falls apart for me. To keep a static ip? All teh times that thing had to be unplugged and replugged, oped on and manipulated.... I dunno. I would need an explaination on how he did it to believe it.

You are more proficent in this network stuff than I by far I would think. I dont want people to get the wrong idea like I am caping. I am trying to get to the bottom of this.

"Spoofing" the IP is possible, but he says someone did something on his PC. One of two ways to do this. An application to spoof would work (which I'm sure isnt the case), or changing the firewall rules on his router to do such. Now, the problem with that is, the ISP would most likely shut that shit down quick and I'm willing to bet he has no clue how to route traffic BACK to his location. Routing out isnt too difficult, back in.... yea...

I think I saw you mention you thought this was done through NAT, which doesnt work like that. NAT is going from public address to your internal private address.

Thank you. I just knew it was possible. Wasn't sure how. By application would that have anything with maniulating the layers of TCP IP?

Yea, but I highly doubt anything out there will keep the same IP for 6 years.

Now, the problem is that would have to last 6 years. Surely those rolling blackouts that they had in Cali would have caused something to reset it back to it's default state, correct?

To do this properly he would need access to his network as well as the ISPs edge router.

Yeah. As I said thats where he lost me.

So the application layer?

Network layer. All IP routing is done at the network layer. MAC address routing is done at Data link layer. The application layer is the end result of whatever you doing. Example, your browser operates at the application layer (HTTP).
