Trump was just out there appointing his buddies, people who were loyal to him, and others he likely owed favors to these high level government jobs with no concern for impartiality, prior job experience, or ethics.

I bet Tillerson wasn't hiring guys with no prior job experience to be high level executives when he was CEO of ExxonMobil so it's ironic that Tillerson gets this job under those circumstances.
