More of the latter. It's a 'secret society' i guess you could say, of dudes who have developed very specific techniques for picking up females. Of course with anything that involves helping men get laid there are a shit ton of places that sell 'coaching' or instructional DVDs and that shit. I know a dude who is going to shell out 3,000 bucks for some PUA boot camp. That's how serious this shit is to some people.
They have their own vocab and some of it seems to have some merit finding its rationale in evolutionary thought processes that females have.
PUA in my view seems like the closest thing there is to a 'science' of picking up women.
