When you say #1, I assume you mean most popular. Cuz Eminem is nowhere near as good as he was when his hair was dyed. Everyone knows Jay-Z has rarely, if ever, been the most popular rapper at any given time, don't mean he's not been better than whoever that is at the time. So I'm not really sure how to answer the question.

Jay has never been "#1" whatever that means. He's just had a nice consistent run of albums you could listen to front to back (except Kingdom Come & BP3). IMO lyrically, he's as nice as he's ever been, but the reality of rap is that most rappers best work comes on their first album. That first project is the embodiment of all your passion and life's struggles, after that its pretty much just label politics and catering to a fanbase.
