i would've said to omit the joker from this thread because its the obvious choice but i'll give it a pass. me personally i would say bane. i'm talking about from when he first appeared in the knightfall storyline not only was he strong but he was also intelligent and tactical. he didn't directly go in on batman he did things like shooting the riddler up with venom and sending him out to fight batman. he watched the fight from afar using binoculars while studying batmans moves and how he thinks. he hunted him and tracked him. he messed with his mind by sending other costumed assasins to hunt him. the joker and scarecrow was in on it to when scarecrow hit him with fear toxin and it made batman have flashbacks of joker killing jason todd he snapped and nearly beat scarecrow and joker to death.
