Human beings aren't that complex. Expose them to a negative stimulus or the threat of a negative stimulus long enough and they'll line up quick. This is basic first level Skinnerian psychology.

All forms of assistance are not created equal. A college student typically has a goal set towards social upward mobility or a fulfilling career at the least. He's driven. Its the same drive that qualified him for certain grants. All other forms of assistance he/she knows they have to pay back (or the government will find a way to get it back). Theres no incentive keeping an irresponsible individual from coasting along if he knows he's going to be fed by the government. It's an entirely different dynamic.

No one said cut off all forms of assistance for single mothers, but make it a case by case basis. People forget that food stamps are based on income and not just for women (atleast not were I live). A man sincerely working his ass off for 7.40 an hour at Bojangles may be much more qualified for stamps than single mothers who pop out illegitimate children every other year to "raise" up people who will most likely reek havoc on our social system in the future.
