If we're talking overall artist, then it's definitely Cee Lo Green. After Cee Lo, it's OutKast, then B.o.B., then T.I., then Luda, then Killer Mike.

Just based off B.o.B's rapping, he wouldn't be on the list, but as an artist, he has a lot of potential. I think Kiler Mike, T.I. and Luda are easily better rappers, but B.o.B. is more creative and diverse as an overall artist than they are.

Andre 3000 Killer Mike and Big Boi ain't got shit on them niggaz.

Nah I'm jokin...but seriously we got a lot of good artists since the 90's to not be a NY or Cali.

Andre 3000
Arrested Development
B.O.B.
Big Boi
Cee Lo
Ciara
Field Mobb
Goodie Mobb
Kriss Kross (if you want to count them I guess I was a fan when I was in Elementary I cannot tell a lie)
Killer Mike
Kilo Ali
Lil Jon (One more that could be erased but he made a career of selling mixtape type albums IMO)
Ludacris
Pastor Troy (First 2 albums from him are southern classics IMO)
T.I.
TLC
Usher
Ying Yang Twins (Hate if you want but they actually had better music than the singles if you listend to album/mixtape stuff)
Young Bloodz
Young Dro
Young Jeezy

I feel like I'm missing some but you get the picture...Outside of NY NJ and CALI and MAYBE FLA I don't see too many people having a list like that.
